CONTRACT LOBBYING AND MANAGEMENT 

With twenty years combined lobbying experience with the North Dakota legislature, Bill and Dina are available to lobby and will coordinate and manage issue-based projects. Bill Butcher was the state director and chief lobbyist for the National Federation of Independent Business (NFIB) from 1998 through 2007 and is currently a regional director for the National Council of Investigation and Security Services (NCISS), which advocates on investigative and security issues nationally. Dina Butcher managed and lobbied effectively for state agriculture production groups for many years before joining W. T. Butcher & Associates, Ltd. They both actively lobby in North Dakota and nationally on a variety of issues.

GRASSROOTS PROJECT REPRESENTATION

W. T. Butcher & Associates. Ltd. engages in regular contract work with national and regional grass roots and grass tops advocates to organize and channel public opinion in North Dakota.  Efforts are targeted towards elected and appointed federal or state office holders to effectively promote client interests. Good relations are maintained with local and state government officials, legislators, contributors, and centers of influence across party lines. Grassroots efforts must be compatible with small business interests.

COALITION MANAGEMENT AND COORDINATION

Bill Butcher has been the North Dakota campaign coordinator for and coalition builder of influential persons on issues such as the use of biotechnology in agriculture, ANWR energy development, class action reform, CAFÉ standards, Coal to Liquid, and telecommunications regulation.  He has coordinated public image, political course and civic endorsements in North Dakota for Northwest Airlines during employees’ strikes. Dina Butcher has successfully directed statewide presidential and other political campaigns, as well as regional issue promotional campaigns. Similar long and short-term contracts are entered into on a continuing basis.
